Someone is killing women. But this killer is not leaving any evidence. He strips naked while he slowly and brutally uses a knife to torture and kill. Leo Kessler (Charles Bronson) a hardened cop, is hot on the trail. When he finally believes that he knows the identity of the murderer he is frustrated because he cannot produce the evidence needed for a charge to stick. So, he goes about secretly planting bits and pieces of fake evidence that do eventually lead to the arrest and conviction of Warren Stacey (Gene Davis). However, someone knew that Kessler planted evidence and the case is thrown out. Stacey is set free and now wants revenge. This is not good news for Leo Kessler. He has a daughter that just may be the perfect target for Stacey’s revenge.
