Megan Turner (Jamie Lee Curtis) catches a robber on her first night as a rookie cop, shooting him. An enigmatic stranger, Eugene Hunt (Ron Silver), grabs the gun of the robber that she shoots without her knowledge. When the gun is missing and the police can't prove that the man she shot was armed Megan is suspended. Meanwhile Eugene begins an obsession with Megan, and arranges a meeting and from there begins courting her. Meanwhile he is using the gun he took to kill people and Detective Nick Mann (Clancy Brown), gets Megan reinstated so that she can help track down the person who is killing in her name. Soon Megan is obsessed with bringing this stranger to justice and will stop at nothing to bring him down.
